The economy of the kingdom seems dependant on taxing the wealth plundered from caves, temples, and diverse ruins. Wouldnt it be better if your PC purchased a thousand shortswords and cloaks, and just gave them to the poor pointing them in the direction of the local lord with some well used charisma checks? It seems the official who collects taxes pulled in a thousand silvers from that outlying village. Those funds could be used to finance arms to the peasants... and Viva La Revolution!
Of course, wouldnt those in power be keeping an eye on the angry peasants?
