Star Trek: Introducing the end of Starfleet

With starships under the control of Starfleet, validating what is effectively a pseudo-scientific military class, non starfleet personnel are denied access to technology that allows them to venture beyond starfleet's control.

The Planet Hopper
In the Post Hobus supernova period, the retrofitting of torpedoes with their warheads replaced with transporter buffers and holographic projectors, a small one-crew transport was developed. While the concept initially led to the development of what was little more than a planet hopper capable of movement within solar systems, the addition of transporter buffers that could hold a pattern for a prolonged period extended the travel range.

The Transwarp Star Hopper
Very rare amongst these is the transwarp torpedo.
Capable of achieving Warp 10, a single passenger could launch to space from a planetary surface riding in a holographic projection on a torpedo, and then be placed in the transporter buffer for the transwarp length of voyage before being returned to the holographic projection from the transporter buffer on arrival.

"No, I'm not Starfleet."
Now Federation citizens could travel not only across Federation space, but well beyond it's borders. No longer would diplomatic relations be made by dogmatic starship captains followed by fanatically obedient crews. Now ordinary people could boldly go...where no-one has gone before.
