Neutrality. It is an Alignment allocated to Animals, Mercenaries, and Rules Referees.
Neutrality can be about having your own agenda. It is Ideal for the individual or group looking to maintain some semblance of order and acceptable conduct during a period of transition and change that could easily descend into chaos.

The idea of Neutrality having its own set of laws implies a lack of Absolute Neutrality. If conflict expands to include third parties aggrieved by the actions or trespasses of one or both of the parties involved in the initial conflict, conflicts can rapidly grow into something chaotic. But thats also where neutrality exists.

The flaw is in your own logic. If you are engaged in an act that is a crime outlawed by those who are neutral, then you are the belligerant in conflict with the neutrals and they are not Neutral because they are your enemy.
Note: The sign on the wall reads 絶対中立 or Zettai chūritsu meaning Absolutely Neutral, not Absolute Neutrality. Those are not the same thing. Its a denial of your own duplicitous bias and/or agenda.
