Pithar Six is located at the outer edge of the Norma Arm. Before the Supernova carved a radiated dead zone from the central systems several thousand light years across, Pithar was simply a new water mining colony that would have supplied the thirsty inner systems. But it was costly, and without a market to supply the value of water plunged making it too expensive to mine on Pithar Six for anything other than Domestic supply. Glaciers a kilometre thick hide beneath the desert world in the polar regions. And abandoned Wells dot the planet abandoned by the high value corporate citizens and noble elites who fled toward the inner systems in search of personal gain. The low value populace who were abandoned pick over the vast orbital dumped garbage heaps and water Wells to survive.
Pithar Six is a fight for survival.
The Empire controlled the Galactic Habitable Zone (a region of the Norma Arm encompassing two million stars and twenty million worlds) but that is jus one side of the Empire. The other side of the Galactic centre is beyond the reach of anything other than the generational colonization vessels that departed to colonize that space as part of the Empire centuries before the Supernova destroyed the Central Systems and Imperial Throne-World.
