The human race began expansion of its colonies from Earth which was eventually forgotton. This expansion is dominated by West Mediterranean and West African linguistic influence. 
At 40% Iss would be the earliest known Imperial colony world, likely marking the origin of interstellar Imperialism. Perhaps the source of the FTL technology necessary to support that rapid Imperial expansion. Its described as a significant Trade World.

Eventually Trantor is established as just another world, but the empire eventually establishes it as the Imperial Capital. 

Spacer growth peaks at 16%, while the empire declines and then achieves peak growth at 7%. It declines, only experiencing momentary recovery at 3% with spacer expansion, and declining down to 1%.
