Space Junk: something made a cloud in space

What looks like a tank rupture formed cloud in space and a broken up rocket stage at the centre of it. Hope that isnt Elon Musk's Starship.

From Darwin It was about 15-30 degrees above horizon, and about 30 degrees north from east.
