Conclusions
43% is marked by the appearance of Ishai and Ashai as the first of the Assyrians. Twins? One name is considered Egyptian, the other Hebrew. Both are boy names. The Founders of Pre-Akkadian Assyria are the Twin Brothers Ishai and Ashai.

2500 B.C. City of Assur. Lets call this an Akkadian (double letter linguistic marker) settlement. Its linguistic potential for appearance is the same as the Ashur name (34%). Pre-Akkadian Assyria is stamped out.

Note: there is a double letter name development period between 30%-4%.

Ss: 30% Hasso, 28% Rassam, 19% Nessar, 8% Iwassi.
Nn: 28% Hosanna, 14% Yukhannan,  Yohannan.
Oo: 28% Shamoon, 17% Khedroo, 9% Sliwoo,
Rr: 19% Sharrukin.
Mm: 19% Semma.
Kk: 19% Akkad.
Tt: 4% Matti.

Note: Akkad (19%). Is this double letter phonetic the marker for Akkadian names? Assur might therefor be an Akkadian settlement name.

Abraham's name appears in use by 15%. This puts the name Abraham between the use of Akkad as a name and Nineveh (705 B.C.). Its certainly pre-Roman Bacchus.
3% Bacchus the Roman name for Dionysus.
Ushpia (2050 B.C.) occurs in the 2% language use level just prior to Nineveh (705 B.C.). Nineveh comes into use as a name at the end of the Assyrian culture- employing the full alphabet in use by 1% of the populace.

The Assyrian Cultural cycle:
At 28% we see a massive surge in Assyrian (all Multicultural growth thanks to Akkadian) culture.
At 19% Assyria experiences a cultural dip in naming we see a drop by half in cultural development rate. The double letter name phonetic drops off in use after this 28%-19% cultural period.
At 17%-15% cultural growth returns and levels off (though not as significant as the original growth rate at 28%).
Then again dropping to the previous low during the much longer cultural depression of 14%-8%.
At 4% it drops away by even half that, before a huge cultural climb.
At 3% (the kind of growth not seen since 17%), this new cultural growth occurs around the time of contact with the Romans.
At 1% it again drops to levels reminiscent of 4% time period. They fail to absorb the Roman X as a naming convention and the Assyrian culture ceases with the full Assyrian Alphabet in use by 1% of the population.

What do we learn here?
Public education of the whole populace is vital to sustaining a cultural growth that must come from the whole, and not the 1%, and a multicultural majority influx (and cultural appropriation) is vital to maintaining strong cultural growth.
