In AC1000 the city of Specularum is a hotbed of factions employing legitimate and illegitimate acts to achieve their ends.
The PCs, flush with the resources plundered from adventures found in Module B1-9 arrive in the capital city with bags of holding stuffed with weapons and armour.
At the height of the Veiled Society adventure they find themselves in the great marketplace where individuals are inciting the eight hundred strong crowd to revolt just as a cavalry unit rides in to crush the gathered populace.
Your adventurers have potentially smuggled in enough equipment to arm up a small army of civilian troops.
Civilian units:
(80) Spearmen (spear/pole arm)
(20) Crossbowmen (leather armour, light Crossbow, short sword)
(20) Light footman (leather armour, shield, sword)
Tactics: a wall of four rows of twenty spearmen confront the cavalry presenting a spearwall braced against feet on the ground. If the cavalry charge they decide to flank the peasant spearmen while half charge the front so they ride into the crowd left and right of the spear wall but these are swordsmen and crossbowmen paired in teams who target horses and then stab the downed riders.
Obviously the skill level separating the cavalry from the peasants is great, but the peasants are functioning from surprise and will accept orders from high charisma PCs.
If they massacre the cavalry, the peasants are still confined to the market place by foot troops approaching from all sides sealing off all escape routes.
